PHCC is recruiting for its client a Regulatory Manager to be based in Maputo:
Purpose of the Position:
The role is to provide support to the business, in delivering on the Regulatory objective of ensuring that the environment is conducive for the business to operate.
Strategy and Execution Tasks:
Oversees the regulation process for products requiring governmental approval, including filing necessary applications and handling all government interactions;
Actively contribute to the development and implementation of regulatory strategy for assigned projects for the financial year;
Coordinates inspection of the organization and contract facilities and develops procedures to ensure regulatory compliance;
Prepare, coordinate, manage or maintain simple and complex regulatory submissions (e.g., amendments, safety reports annual reports, meeting packages, etc.) in accordance with applicable regulations; this includes ability to translate regulatory requirements into practical, workable submission plans;
Develop & maintain timelines; coordinate internal/external authoring/review/comment adjudication and finalization (submission and archival);
Provide thoughtful & accurate comments during document (e.g., protocol, annual reports, etc.) review, mindful of regulatory/NBC guidance/requirements pertaining to document content;
Interface with external regulatory groups (e.g. partner, consultants, etc.) in the preparation/review/compilation/finalization/submission/posting of regulatory submissions;
Act as liaison between Regulatory Affairs and other functional areas; represent Regulatory Affairs in cross functional team meetings;
Provide regulatory support for clinical operations activities (e.g., review of essential documents, and development and review of consent forms, etc.);
Monitor company progress toward fulfilment of regulatory commitments.
Initiate and/or contribute to local process improvements which have an impact on Regulatory Affairs, Quality Assurance or other departments;
Review and communicate current & emerging regulatory requirements;
Author and review standard operating procedures (SOPs); ensure SOPs are complying with current regulatory requirements and provide regulatory support for corporate quality assurance efforts;
Develop and maintain current regulatory knowledge.
Bachelor’s Degree (Law or Engineering). MBA will be an added advantage.
7 years in a legal/regulatory environment;
At least 2-3 years should have been served in a senior management role in a regulatory environment;
Regulatory framework as it relates to the broadcasting industry;
Familiarity with broadcast policies in Mozambique;
Access to knowledge of international regulatory philosophies and precedents Interaction at senior management level
Mozambique Regulatory Framework;
International Regulatory Philosophies and Precedents;
Interpretation and Law;
Media operations knowledge/experience;
Knowledge/ experience in a financial environment – at a senior level;
Mozambique Corporate finance understanding;
Human Resources understanding;
Joint Venture understanding/knowledge.
